The workshop introduces students to policy analysis as a component in the political process of formation, implementation, transformation, and/or retraction. Using the 'case study approach,' participants will be provided a policy decision for which there is no certain course of action: "Making the Case for Supportive Housing: Homelessness Research and Polices in New York City." Together, we will employ the training method of Eugene Bardach's "Eightfold Path to More Effective Problem Solving" to Define the Problem, Assemble the Evidence, Construct the Alternatives, Select the Criteria, Project the Outcomes, Confront the Trade-Offs, Decide!, and Tell Our Story. The class will formulate policy recommendations and review how to write a policy memo.
